Are 20 and 25 mm glitter safety eyes too big for a normal amigurumi?

For most palm-sized or 20–30 cm toys, yes. These sizes are meant for big plush in thick yarn and for character cushions. Can I make a matching big-and-small plush pair with these Glitter Safety Eyes?
